The cheapest advertised tuition is only one part of an affordable degree. Your course length, scholarship conditions, compulsory charges and housing can change the final bill.

Compare written offers for the same level, intake and student category. The ten institutions below are covered by One-Step; this is a research shortlist, not a verified ranking of Malaysia’s cheapest universities.
Start with a fair comparison
Choose a subject and qualification first. Comparing a diploma with a bachelor’s degree, or a tuition-only figure with a package total, can make the wrong option look cheaper. Record the campus, duration, currency and fee edition beside every number.

Compare the published total with the instalment schedule; ask admissions to explain any difference before paying.

Separate resource charges and initial payments from the course total. Confirm the awarding institution and qualification.
University of Cyberjaya
Compare the exact discipline. A business tuition example cannot be used to estimate medicine or another clinical programme.
UNIRAZAK
Check how resource charges are applied and whether the quoted total includes every compulsory semester.
City University
Match the campus and scholarship category. Different campus rows can have different totals.
Binary University
Ask which programmes qualify for the published scholarship and whether renewal conditions apply.
SEGi University
Compare the course total and the year-by-year payment plan, with any reconciliation confirmed in writing.
Asia Metropolitan University
Check the adjusted tuition, visa and registration charges separately. Do not infer a discount from a headline percentage.
INTI
Match the institution, campus and award. A Nilai degree fee is not interchangeable with a college or partner-award schedule.
Read the numbers without losing the conditions

These are examples from One-Step’s stored schedules, not newly issued quotations. Do not average them into a national fee or assume the lowest row is the cheapest complete degree. Where instalments and a printed total do not reconcile, ask for a corrected invoice; do not silently replace either figure.
Compare the whole study budget


Make separate columns for tuition, other compulsory fees, living costs, travel and a reserve. Multiply living costs by the months you will actually stay, including breaks if you retain the room. Record refundable deposits separately because they affect arrival cash even when they are not a permanent cost.

Option B has higher tuition but a lower subtotal in this hypothetical example. Neither amount is a university quotation. Replace every assumption with your own housing and course evidence before deciding.
Before accepting the lowest offer
- Check the exact qualification and campus in the Malaysian Qualifications Register.
- Request an itemised international-student invoice and a payment calendar.
- Ask whether discounts cover the full course and what happens after a failed module or deferral.
- Check withdrawal, visa-refusal and deposit-refund terms before paying.
- Keep a realistic budget if an unconfirmed scholarship is not awarded.
Questions students ask
Which university is definitely the cheapest?
There is no defensible single answer without matching course, campus, intake, fee inclusions and scholarship eligibility. Use comparable written offers and a full living budget.
Can I use an older fee chart to plan?
Yes, as a starting point clearly labelled with its edition. Obtain a current invoice before making a payment or committing your full budget.
