Scholarships in Malaysia for International Students
A useful scholarship is one you are eligible for and can actually use for your course. Compare the award’s coverage, conditions and payment timing before reducing your study budget.
The quick answer
Start with your level of study. University tuition reductions and government postgraduate scholarships are different routes. As checked on 21 September 2026, MIS applications for 2026/2027 are closed; the portal does not announce a new application window.

MIS: verified facts for the 2026 call
The 2026 guidelines cover tuition and a RM1,500 monthly living allowance, paid every four months following the required progress report. They set age limits of 40 for Master’s applicants and 45 for PhD applicants, and academic and English conditions. Research Master’s and PhD applicants need a research proposal of at least 1,000 words.

What does “50% scholarship” really mean?
Ask “50% of which charge, for which semesters?” A tuition reduction might leave application, registration, lab, accommodation, insurance and visa charges unchanged. An “up to” headline describes a maximum; it is not your individual award.

Here, the saving is RM20,000, or about 44.4% of the combined RM45,000 bill. Living and travel costs are still separate. This example explains the arithmetic; use only the amounts and eligible charges in your written offer.
Build a stronger funding application
- Make an eligibility sheet. Record the award name, official source, study level, nationality rules, grades, deadline and contact office.
- Prepare evidence. Keep academic records, English evidence, a CV and any requested references ready. For research funding, explain a focused question and how it fits the supervisor’s work.
- Check renewal rules. Ask about minimum academic results, attendance, changes of course, deferral and whether the award can be combined with another discount.
- Request the net invoice. Ask for the exact amount payable after the award, each payment date and the consequences if funding is withdrawn.
- Keep a funding fallback. Do not pay a non-refundable deposit on the assumption that an undecided scholarship will cover the balance.

Questions students ask
Are full scholarships available to every international student?
No. Eligibility and coverage belong to a specific award. Do not assume a scholarship covers living costs, flights or all university charges unless the official terms explicitly include them.
Can I apply for MIS through One-Step’s scholarship form?
No. MIS uses the Ministry of Higher Education’s official application system during an announced open call. One-Step’s form is for study guidance and enquiries.
